PPWR Recyclability Grades A, B and C: What Changes in 2030 and 2038
Last reviewed 23 October 2026 · Written by HuanCheer New Protection Material, Jiangsu, China
From 1 January 2030 a packaging unit has to reach recyclability grade A, B or C to be placed on the EU market. From 2038, only A and B. What the grades measure, what pushes a design down the scale, and why bonded composites are the structural loser.
The grade scale
PPWR Article 6 read with Annex II assigns each packaging unit a performance grade based on design-for-recycling (DfR) — essentially, the share of the unit that can actually be recovered by the recycling system it will enter.
| Grade A | DfR 95% or above |
|---|---|
| Grade B | DfR 80% or above |
| Grade C | DfR 70% or above |
| Below C | Under 70% — treated as not recyclable at scale |
The staged application:
- Since 12 August 2026 — packaging placed on the EU market has to be recyclable. This is a general requirement that applies now.
- From 1 January 2030 — the general requirement becomes a graded one: at least grade C. Below the grade C floor, the unit cannot be placed on the market at all.
- From 1 January 2035 — the "recycled at scale" criterion is added: theoretically recyclable is no longer enough, it has to be collected and recycled in practice at industrial scale.
- From 1 January 2038 — the floor rises to grade B. Only A and B remain marketable.
What pushes a grade down
DfR works by penalty: elements that obstruct recycling are deducted from 100%. The usual offenders are all decisions made at the design and purchasing stage, not at the recycling plant:
- Bonded multi-material construction. A paper facing permanently laminated to a plastic film is the textbook case. Separation is the problem, and if it cannot be separated, the whole unit takes the penalty.
- Dark and carbon-black colourants. Near-infrared sorters cannot detect carbon black, so the unit is mis-sorted or rejected regardless of what it is made of.
- Full-area shrink sleeves. They defeat identification and add a material the sorter was not expecting.
- Insoluble adhesives and barrier layers. Anything that survives repulping ends up as reject in a paper stream.
- Non-recyclable coatings and metallisation. Full-area metallised films attract eco-modulation penalties in several national schemes already.
Why single-material construction is the structural winner
A honeycomb paper mailer is kraft facings on a kraft core — one material, no bond to a dissimilar layer, no separation step for the end user. In DfR terms that is close to the best case for a cushioning format: there is nothing to deduct for composite construction because there is no composite.
Compare the common alternative: a paper outer bag bonded to a plastic bubble film. Two materials, permanently joined, requiring the consumer to separate them before either stream will accept them. In practice most consumers do not, and the unit is sorted as a composite or rejected. Under a grading system that measures recoverable weight, that construction is penalised twice — once for the unrecoverable film, once for the paper it contaminates.
This is the part of PPWR that is genuinely favourable to paper cushioning, and it is worth stating precisely rather than as a marketing claim: the advantage is structural, it comes from single-material construction, and it shows up in the DfR arithmetic — not in a certificate.
The grade is also a price
Eco-modulation ties the EPR fee a producer pays to the recyclability grade. Several national schemes already run banded fees on this logic, and PPWR makes the modulation mandatory and graded from 2030. The practical effect is that two cushioning options with identical unit prices can carry materially different annual compliance costs, and the difference lands on whoever is registered as the producer in each member state.
That is an argument for asking a supplier for the DfR position in writing before the 2030 grading applies — while it is still a specification question rather than an invoice.
One caution on evidence
The detailed assessment methodology for design-for-recycling is being further specified through delegated acts, with Commission work scheduled ahead of the 2030 application date. A supplier who quotes a precise grade for a specific product today is quoting a provisional assessment. What can be stated now with confidence is the material logic — single-material versus bonded composite — because that logic does not depend on the final scoring detail.
